Message from the Council Commissioner on Rechartering


Dear Unit Leader,

On behalf of the Westark Area Council, Boy Scouts of America, I would like to thank you for partnering with the Council to make Scouting a part of your organization’s youth and family program.   As a result of this partnership, we are able to fulfill the mission of the Boy Scouts of America of preparing young people to make ethical and moral choices over their lifetimes by instilling in them the values of the Scout Oath and Law. 

As you work on rechartering your unit, there are a few policy changes and Internet Rechartering enhancements that I would like you to be aware of.

1.  New National Registration Fee:  The annual membership fee is now $33.  Each registered youth and adult member will pay $33 at recharter and an additional $2 for accident insurance.  Even though Lion and Tiger Cub Adult Partners are not registered leaders, they will also need to pay $2 for accident insurance.

  • Don’t forget Boy’s Life!:  A yearly subscription is only $12.  Boys' Life is the magazine for all boys ages 7-17, and is a great tool in the education and enlightenment of their lives. Includes articles on nature, science, sports and hobbies that cater to the needs and interests of young men everywhere. Engaging and entertaining short fiction and poetry also highlights this outstanding publication.

Please use the Route Sheet that is in your packet to help you ensure that you are collecting the proper fees.

2.  New Leader Training Policy: All unit leaders must have current Youth Protection Training Certification in order for their unit to recharter in December 2017.

New leaders are required to take Youth Protection training before submitting an application for registration.

In addition, the Westark Area Council will require that Unit Committee Chairpersons and all Direct Contact Unit Leaders and Assistants complete the Leader Position-Specific Training required for their position in order for their unit to recharter in DECEMBER 2018. 

Direct Contact Leaders and Assistants includes:  Cubmasters, Assistant Cubmasters, Tiger Den Leaders, Assistant Tiger Den Leaders, Den Leaders, Assistant Den Leaders, Webelos Den Leaders, Assistant Webelos Den Leaders, Scoutmasters, Assistant Scoutmasters, Leaders of 11-year old Scouts- LDS, Varsity Scout Coaches, Assistant Varsity Scout Coaches, Crew Advisors, Crew Associate Advisors, Sea Scout Skippers, Associate Sea Scout Skippers, Explorer Post Advisors, and Associate Explorer Post Advisors.

3.  Enhancements to Internet Rechartering:  Thank you for using Internet Rechartering.  Internet Rechartering allows you to renew your unit's charter online and perform the following actions:

  • Select members from your existing charter roster,
  • Promote members from another unit,
  • Add new members,
  • Update member information, and
  • Print a summary of costs associated with the new charter.

When you log on this year, you will see:

  • New branded look
  • Improved navigation
  • Youth Protection Training will be REQUIRED for each adult on the recharter
  • Accident and sickness insurance fees collected
  • Electronic Approval
  • Electronic Payment option
